Der Sammelband ist das Ergebnis einer Konferenz, die im Oktober 1994 in Hannover stattfand und von dem European Consortium for Regional and Federal Studies (ECRFS) veranstaltet wurde. Das ECRFS wurde im November 1993 gegründet und ist ein Verbund aus acht Forschungszentren, die in sieben europäischen Staaten lokalisiert sind.
