Kann sich aus der Vielfalt der Formen internationaler Zusammenarbeit ein funktionsfähiges System der "global governance" entwickeln? Diese Frage steht im Mittelpunkt der Beiträge zur Tagung "Global regionalism: economic and institutional convergence in European and East Asian regions and the need for new global governance regimes", die gemeinsam vom Institute of International Affairs (IAI) und dem Institut für Wirtschaftsforschung Hamburg (HWWA) im Februar 1999 in Rom durchgeführt wurde. Ausgehend von der Feststellung, dass sich in verschiedenen Funktionsbereichen und Regionen ganz unterschiedliche Formen der multilateralen und bilateralen Zusammenarbeit herausgebildet haben, untersuchen die Autoren an ausgewählten Beispielen funktionaler und regionaler Kooperation die Vereinbarkeit der jeweiligen Kooperationsregime: "A key issue is whether these different regulatory jurisdictions, with all the cross-border spillovers they could have, will accelerate or inhibit a system of global-multilateral governance.
