Das House of Lords gilt vielen seit langem als eine „Reformbaustelle“. Doch wie steht es um seine Repräsentationsfunktion im politischen System Großbritanniens? Roland Sturm untersucht für das Institut für Parlamentarismusforschung (IParl) die Rolle des House of Lords in Hinblick auf verschiedene Dimensionen der Repräsentation. Trotz bestehender Defizite in der prozeduralen, symbolischen, deskriptiven und inhaltlichen Repräsentation hält Sturm eine Totalrevision des House of Lords, wie sie etwa von der Labour-Partei gefordert wird, in naher Zukunft für unwahrscheinlich.
